The lack of affordable housing options is a significant concern for policy makers at all levels of government.  One of the challenges is the lack of land available for development.  In the areas where housing affordability is most critical (typically the larger urban areas and nearby suburban areas) development sites are scarce.  One option that policymakers have implemented to address the issue is upzoning, whereby residential areas with zoning that limited development to one-unit is now being expanded to allow for multiple units. When the allowable zoning density of a residential site changes from one-unit to multiple units, this has an impact on Highest and Best Use Analysis and may significantly impact the process to value such properties.

This presentation will discuss the ramifications of such changes and how residential appraisers can prepare themselves to address these changes as they are introduced into the markets we serve.  The presentation will use a hypothetical property subject to the Denver upzoning regulations to illustrate the practical application of the analysis process.

This course is approved for 2 hours appraiser CE in Colorado, Idaho, Wyoming and Nebraska.
